Safe Mode is a diagnostics mode where no drivers or any other non-essential processes are active. You *really* don't want to use it for playing games, only for troubleshooting. You will have no support for advanced graphical or audio features, for starters. You need to find out why the game is crashing to desktop, not use a band-aid 'solution' like playing in Safe Mode.

Did you install in ADMIN MODE? Are you running the software in admin mode with the NWN software being run in WIN XP mode (SP2 or SP3)?

There are no solution. I have the SAME problem in my win7. Gog provides NO INFORMATION about why the game is crashing. In win8(notebook) only a runtime generic error and in win7. To be honest, for me is more easy to run NWN1 in a Linux(Debian) with Wine(1.9) than in windows 8 or 10.

Wine at least shows logs so, is more easy to "detect" the problem.

Have you tried enabling DirectPlay in Legacy Components?

Ah sorry I read wrong. You directplay is on Win8 or 10 only but I now see that you are using 7. Sorry about that.
