It's referring to the Lost Wages After Dark Visitors Guide, which is included in the "Handouts" folder in GOG's extras, and is also included in the "Leisure Suit Larry's Greatest Hits and Misses" combined manual.

Bot it seems they refer to the VGA version. I started playiing the AGI version where the pointer doesnt change icons (to eye for example) so i was expecting a card with all the textual commands.
And i thing the manual inciuded refers to the AGI version so i was expecting a card with textual commands like for example in section 5 of the manual.

I've seen an unboxing video of the EGA-AGI version and the command card referenced in the manual is that reference card that is not included in the GOG versiion:
