Having problems starting up the game. Getting that error and saying to reinstall it. I got rid of the download plus uninstalled it from my computer, redownloaded it and installed again and continue to get this problem

That error message isn't the game itself, it is a missing DirectX runtime.

Go to the Microsoft DirectX End-User Runtime Web Installer and let that run to identify and install any missing DirectX components.

Alternatively, you can download the full DirectX Redistributable and use that to update your DirectX.

I don't know how PC savvy you are, so forgive me if what I now say is something you are already aware of. Vista introduced DirectX 10 and also included DirectX 9.0L for compatibility. However, DX9L is not a full DX9, so you would have to download and install DX9c to fill in the gaps in the DirectX9 library. DirectX 9 and 10 are distinct so it is fine to install DirectX 9 even when you have DX10 or DX11. This same issue applies also for Windows 7 and presumably Windows 8.
