After long anticipating the patched version, I installed it, and I just get a white/black flash of a screen and then back to desktop. No previous issues starting the game with the last version of the installers. I contacted support and they weren't very helpful (telling me it could be a resolution issue, or an "administrator" problem, which it is neither), waiting a follow-up response, but wondering if anyone here has any ideas?

Just installed and tried it and it works fine - if it's any help I'm running Windows 7 64 bit.

Have you updated your drivers lately? Maybe that might be the problem especially if you've a nVidia card as I remember reading that recent drivers have been causing a few problems. (I'm still using 382.05).

Hopefully you'll get this sorted soon.
also on win7 64bit

I did update to the latest nvidia drivers, maybe that is the issue

I'll go back to an older version next time I'm inclined to try
I also have Windows 7 64-bit (with NVIDIA drivers 376.54) and Inquisitor 1.10.18 works fine. Hopefully, going back to an older drivers version will help you. If so, please let us know here, I could add it to the list of Known technical issues and possible solutions on Steam.

At any rate, patches shouldn't cause any new issues with launching the game because changes are done mainly in dialogue files (or a few other (usually maps-related) files that don't load when the game launches).
Earlier I installed the newest drivers for my video card. Uninstalled Inquisitor that hadn't been working at all. Reinstalled Inquisitor (as admin just to be sure), it still didn't work.

I decided to go into the game data folder and look at the config files. In the d3dparams.cnfg file I set the resolution to my actual screen resolution, set max refresh rate to 60 instead of 100, put motion blur to 0 instead of 1.

Ran the game and it started perfectly.
Great, I'm glad Inquisitor is working for you again. And yes, that default 100Hz can be an issue nowaydays.
