Ask Gregorius for permission to arrest Verenicus <

I had finished the quest speak with the dead and petrified Man and got the proof in my journal, but i can't make an arrest.

from Gregorius. what did i miss?

So that Curial Judge Gregorius could issue a warrant for Royal Counselor Verenicus you need two pieces of evidence - a testimony of the chambermaid Corin Morray and a testimony of the ghost of chambermaid Kathryn Winhold. You obtain the former when informing Corin that she is free to go and she transfers from Citadel Surroundings to Schwarzwald - Road to Alvaron, and you obtain the latter when successfully summoning Kathryn's ghost. It seems to me you are still missing one of these proofs.

I'm bumping this thread because I'm in the Act3 as a Priest and can't arrest him.
I have both testimonies from both chambermaids and can't get him to the torture.
There are 3 options - free him (no promotion) fight him (he die) or he take his life (he die too obviously).
What's the problem? I checked notes and else but nothing comes.
