It a arcade racing game set in fictional place. In russian version - russian named cities (incl. some real city names).

Sorry for the Kind-of-Necro but i do like this game and i thought maybe someone else is looking for background informations too so here ya go.

You wrong. This is originally american game, later EU release and EVERY russian editions is localized versions of first or second EU editions. Very first russian versions - bundled with US\EU - use differ city names.

So it definitely not set in Russia except exactly SOME of the russian versions (and only some of the russian versions).
