If anyone is trying to install the expansions Desert Siege and Island Thunder for the GOG version of Ghost Recon without the original Ghost Recon installed this should work.
I haven't tested it on a 32 bit version of Windows but there's a good chance it will work there too if you follow the readme file, only one step will be different.
This is the easiest way I could get it working.
Basically download this RAR file, inside is a folder called "GRInstall" put that on your "C:\" drive and follow the readme.txt included therein.

Here is the included Readme.txt from the archive to give you an idea...

To install the Ghost Recon addons ("Desert Siege" and "Island Thunder")
for the GOG version without the original Ghost Recon installed...
Place the included "GRInstall" folder on your C:\ drive, so its path
is "C:\GRInstall". From inside "C:\GRInstall" run "Reg x64.reg" to
add information to the Windows Registry. If using a 32bit version of
Windows use "Reg x32.reg" but I haven't tested the 32bit version.
You should now be able to run the installers for the addons
and they should install into "C:\Ghost Recon".
Install the addons (Desert Siege and Island Thunder) then
copy from the "C:\Ghost Recon" the "DATA" and "MODS" folders
and paste them into your GOG Ghost Recon install folder, you
will have to replace any existing files.
The Desert Siege and Island Thunder addons should now be
available when starting a new campaign, so you can now delete
the "C:\GRInstall" and "C:\Ghost Recon" folders.

PS It might be a good idea to keep those "DATA" and "MODS" folders backup up so in future you can just copy them into the GOG version of the game if you reinstall it, as that's all you really need.
Edit, just to clarify, these files are from Installshield when installing the old Ghost Recon, they just hold some data the expansions use to install, such as where the Ghost Recon game is installed so it knows where to install the expansions. So having these files and the registry entries tricks the installers for the expansions into thinking that Ghost Recon is installed into "C:\Ghost Recon" even though it's not installed. Thank Installshield for this stupidity.
If you were to install Ghost Recon from an old CD onto a 64bit system these Installshield files would be located in "C:\Program Files (x86)\InstallShield Installation Information\{D89EF3B3-6F17-4665-B7A9-A4235A6DC787}".
The registry points to the Installshield files and the Installshield files point to where the game is installed, The expantions use that to install.
Edited to add new links for the file.
