Okay... So...

1. Log in at xbox.com.
2. Close the window.
3. Click this link.
4. It should get you to the page that says it is free and you should be logged in
5. If it says you already purchased it, Click the button to download it again because it is definitely a different much larger file and thus should be the full game this time.

I've not tested this, but people at slickdeals.net seem to confirm that it works.

Yup, no PC release.

Though I guess a free 360 copy is the next best thing.
And to think I bought it a year ago. You sure this is the full game? Back then the first episode was free and you had to pay for the rest.

That's why I put "!?". I cannot try this personally, because I don't own a 360 (or even if I did, Xbox LIVE is not available for me).

People are reporting that it is a 6.59 or 7gb download, so it should be the whole game. Sorry if it turns out not to be the full package.

Some testimony:
Try this for those who are having trouble. I didn't follow the directions, but still got it into my download que for free. Hope it works:

1. Using Firefox, I've had a Windows Live account already logged in...was using Hotmail.
2. I clicked on the link provided by op (the market place link directly the game).
3. On the right of the game it says 'FREE'. Using Firefox.
4. Clicked on 'Download to XBOX' link. It takes me to Windows Live login screen.
5. I had to 'Sign in as a different email' because the Hotmail was not my Xbox Live account.
6. Entered login information.
7. Prompt for confirming purchase of Fable 2 for FREE.
8. Confirmed and saved to download que.

If this is intentional it's a brilliant marketing tactic. Those who wanted Fable II will have bought it already, so they aren't exactly losing huge numbers of sales, and many who would never have played it otherwise will get to experience it and quite possibly be interested enough to buy some DLC and/or the sequel (which is coming in just a few days now).

It's really annoying because it tells me aftert I "bought" it that I can't queue it for my xbox is not updated. I connect to my account on my 360.... Nothing.
Xbox Support has tweeted that it's just Episode I. NOOOOOOOOOOOOOOOOOOOOOOO!
Good... that was an hour wasted trying to make things work... Making a new account... Might as buy the damn thing I suppose.
