It seems that you're using an outdated browser. Some things may not work as they should (or don't work at all).
We suggest you upgrade newer and better browser like: Chrome, Firefox, Internet Explorer or Opera

Just a warning.

Over the past month and half since I changed providers and obtained a dynamic IP I've only been able to get into inventory for two days.

IP resets, Steam considers it a 'New Device' and I get the seven day lock.

If, for whatever reason, the IP dumps during that seven day wait it resets it back to day one of the seven day lock out again.

Steam has a very stern rule that if it trips, no matter what reason, they will not unlock it.

Are you sure it's because of dynamic IP? I also have dynamic IP and i have never had any issues with it.
It's not due to IP changing, since I too have a dynamic IP, not to mention I switch between home and work IP quite often. It may be IP changing plus something else, especially if your ISP has some IPs erroneously recognized as another country (had some from my ISP be seen as German IPs for some reason).
The more likely cause of Steam Guard alerting is browser cookie and cache settings that are incompatible with it. You have to allow cookies, not periodically delete them, and not use enhanced privacy modes like Chrome Incognito or Firefox Private Browsing. https://support.steampowered.com/kb_article.php?ref=3658-TPXM-3237

Some ISPs are better than others about keeping your dynamic IP on a constant address. Those that aren't good about it may have an extra-cost permanent IP address assignment option. But it is by no means certain that a dynamic IP that changes frequently is the cause of Steam Guard problems.
As already mentioned this does not happen because of dynamic IP.

Most ISP's by default unless things have changed in the last few years provide their customers with a dynamic IP address (seems to be mainly businesses to make the static IP request) -- so it sounds likely its something else ..otherwise many more people would be getting the issue (i use Steam guard thing as well - havent had an issue with it.yet lol)
If this is from the browser you should be able to go through the Steam client instead since that isn't affected by cookie issues.

Too bad we can't enhance steam the client, am I right? sheesh steam is really slow at rolling out user friendly features.

On the plus side most Enhanced Steam features don't require being logged in to work and/or don't trigger re-authentication.
As mentioned already, a new IP address does not cause Steam Guard to treat your system as a "new device".

Another thing worth mentioning is that using a new device does not trigger a 7-day lock. That is triggered by such things as using the "forgot your password" feature. Your existing password does still work, right? In either case, it's worth contacting support and finding out why your account is being locked. The whole point of the 7 days is to give the account owner time to realise when unauthorised activity is taking place before any damage can be done.
Yeah, I use steam at home from a dynamic IP, but I connect sometimes from a mobile connection (different provider entirely) etc. and never had any issues. So it must be something with your browser cookies and/or maybe someone is trying to hack your account.

If it's a cookie thing then carnival73 would be asked to enter a one-time code and that's it. Nothing would get locked unless the password or email address gets changed. I think the possibility of hacking is a real concern.
Thanks for the information. I think Steam Gaurd has become more anal about me cleaning out my Steam folder files.

I've just updated to 64-bit and it seems a file was wiped that Steam Guard was using to identify me. Last time this happened was when doing a Steam folder cleaning like I do every so often (toss all files and folders but 'Common', 'User' and 'Steam.exe' )

why would you even bother cleaning steam folders ? just let the steam folder be intact ? i made a separate drive and put steam folder on it separately not to risk screwing it up specially anything related to vac

.
.
Folders within the Steam directory get clogged after awhile so it's good to do a once-a-month sweep. apparently Valve has just implemented a command that can be ran from a normal browser like IE or Fox which will refresh Steam as well.
