PookaMustard: That's when letting the people report the spammers that get past the system is the whole big deal. That is when people report the offenders that mods can actually do their best as their cases are best specified, even if you're not paying for more mods to begin with.
People sometimes don't like to search. They sometimes want the source of information already in their very hands.

So what you're really talking about is a lower rate of uptake. But in terms of your "right to speech" as it were, in both cases you have had the opportunity to speak, and just as now you'll have some people who engage seriously and others who don't.
