Short answer: Maybe.
Longer explanation: GOG puts games up for eligibility at different times, and does not give advance notice of what games will be eligible and when. GOG Connect promos often coincide with sales. Just keep checking, and eventually something you have on Steam may be eligible to bring to your GOG library.

Repeats have been somewhat rare, so don't hold your breath, but there have been games in the past that have been available on Connect more than once, so you could very well get a second chance.
So far, these games have been on Connect multiple times:
