It's included.
It was removed from sale with the release of the Enhanced Edition and is now only available as a bonus to the EE.

Well original version is gone.
Now we only have Enhanced Edition with an in game option of "Original" version.
Unlike other EEs this time Beamdog has not allowed a separate key for original game.
Why would you want the original when you can pay so much more for the "Enhanced" version?

We do? I thought it was a different installer, so you could install either the Enhanced or the Original version. Are you sure you are not confusing it with different enhanced editions?

It is part of the agreement GOG have signed with the publishers.
Below is the quote of GOG support:

Hello,
unfortunately we are unable to provide you with a gift code for the original version of Planescape Torment. This is part of the agreement we have signed with the publishers of this game, and the choice was between making it available as bonus content the way it is now or not making it available at all. Due to his, we cannot provide any gift codes for this game. I apologize if this is an inconvenience.
