Gnostic: That has nothing to do with the download region at all, it is that steam client refuse to download any games

liquidsnakehpks: it is sometimes the download region selected by your client gets over loaded , all you have to do is select another country and the downloads will start working .

Other than that i cant see any other factors where a client would refuse to download games , the worst case i have seen is a firewall/anti virus solution blocking steam or your isp blocking it

I know how to do that, I am not particularly sure what is the root of the problem, but once I switch to another internet provider it can download the games again.

But that is more than one year ago, the date I join GOG is when this problem occur. I am locked out of my games for more than 2 weeks and incompetent tech support (asking for a screen shot despite I already summit them in the beginning) drives me mad and look places where I have more control over my games

if your internet provider was the issue for steam not working not sure what you were expecting steam support to do? if anything you should have contacted your internet provider support.
lots of isp's block and throttle down steam in various places as soon as they detect its downloading too much

Doesn't matter. That was just one example. Many of the "Eidos" games are also regionally restricted.

I can access the steam store to buy games with the steam client but not download games through the steam client. I also can download and update the steam client. Download of the steam games cannot even start.

I can download games from impulse (gamestop) without problems but not steam. I can download GOG games without problems.

In this case you are sure I should blame my internet provider instead of steam?

They would either block for whole IP ranges, or they would block for port addresses, thinking you're torrenting/file sharing.

Seems unlikely though... Can you get other games from Steam? Or just a specific game not downloading? Could just be a bug in the client/service.

But i'm guessing here.
