It seems that you're using an outdated browser. Some things may not work as they should (or don't work at all).
We suggest you upgrade newer and better browser like: Chrome, Firefox, Internet Explorer or Opera

When the game starts it goes to main screen where you can adjust video display, sound and keys. I am not able to see anything other than a few bars to make changes as the screen is huge and the display setting is unable to be changed rendering the display settings useless. Can someone please help me resolve?

It would help if you could tell us what game it is. This is the general discussion forum (im gonna guess yer on Galaxy and its sent you here).

Edit: Looking at your profile its either Sniper Ghost Warrior 3 or IGI 2.

Try GPU Scaling

Set the setting (NVIDIA or AMD) to GPU scaling. Start the game and set the desired resolution. After you exit you can switch the setting back to monitor scaling. This should usually do the trick when there's no external app allowing you to change D3D setting for a game.

I've found that reversing the polarity usually solves the problem.
