How can i fix this?
check for that file in its bin folder.. toss it in the root folder and then also in windows\system32 (and sysWOW64 just for good measure)

i installed the latest patch in full from patchscrolls thats also a fix.

Didn't worked, but thanks anyway.
I am Linux guy, but I heard that Windows may prevent execution of files in Program Files directory unless there are correct permissions. Try other dir, if you installed there.
