How do I see if I have the DLC installed and can I start it from anywhere in an already existing game or do I need to start over to access it?

I think they meant something to do with motor racing!
Is this paid DLC or what? It's not showing up on the GOG page and it's not very clearly worded. I can't even see anything saying how this DLC will be implemented in the files. Paid DLC for a free mod seems rather strange considering the mod itself is very unpolished. The DLC should have just been released as an update rather than classified as DLC.
