Well, the system was used for the World Cup in 1986, 1990 and 1994. But yeah, it is unfair, and I still say that 24 teams is too many in itself for the Euro.
As for Portugal wanting to lose to play Slovenia and leave us with Netherlands, it was quite obvious to anyone thinking about it, but they were pretty smart in the match, someone just watching, without knowing what that result would lead to, wouldn't have really considered it fishy. And CR7 didn't get the memo, he was in it to win it, might have even risked a red if he wouldn't have been taken out when he was.
