It's a driving game I copied from one of my classmates in high school. I graduated in 1996, so it couldn't have been released any later than that, but I think it might have been in '95 that I got it. It used licensed vehicles (I think...or at least branded ones (Porsche, Ferrari, Lotus, etc)). It had pretty nice 3D graphics for the time, and the ability to customize weather conditions and such. Possibly the ability to create custom tracks, or at least random tracks in customized environments, I don't remember exactly. I remember one track in a desert, with heavy crosswinds, tumbleweed blowing across the track.

I thought it was Test Drive 4, and I think that might be what I wrote on the disk(s), but I looked at a bunch of videos of the Test Drive series, and it's definitely not any of them. I also made sure it wasn't a fragmented memory of Destruction Derby 2 (which I've also played, but more recently, and which came out around that time).

Any ideas?

Maybe it's some of those V-rally games.

Even if you do find out what it is, requesting it is probably futile. The way it usually works with these kinds of game is that the vehicle licenses expire after a set number of years, and are not renewed. After that, the game cannot be legally sold anywhere anymore. This is the reason why TOCA Race Driver 3 is no longer sold here.

Ahh, I see. Well, might be worth a try anyway. It's possible I could be wrong about the licensed vehicles or something.

Definitely not Big Red Racing. It's a realistic-type graphics style, like Test Drive 4 and Need For Speed, though I'm pretty certain it's not either of those.
Just wanted to give an update. I think I was thinking of a combination of a few different games, but the main one is Lotus - The Ultimate Challenge, which the Internet Archive has set up for browser play at https://archive.org/details/msdos_Lotus_-_The_Ultimate_Challenge_1993. That'd be the one with the licensed cars. I think part of my memory was also pointing at Destruction Derby 2 though, and maybe another game.
The first Need for Speed game, released in 1994, was awesome! :-)

You couldn't drive a Lotus, but you could choose between a Lamborghini Diablo VT, a Ferrari 512TR, a Chevrolet Corvette ZR-1, a Dodge Viper RT-10, a Porsche 911 Carrera, an Acura NSX, a Mazda RX-7 and a Toyota Supra.
