Sometimes life can be truly uncanny.
I was at the Internet Archive, (...), and while browsing I happened to see what looks like the back of one of those cardboard sleeves I mentioned above.

Thanks for that. I was busy looking for something else, and did not actually visit the link, as it wasn't one of the genre based ones I had mentioned, and I just wanted to give an idea of what the cardboard sleeve looked like. I do agree though, that with the front cover as well it does give a more indicative example.

I'm not sure that this is a demo.
Sure GOG mention the word demo on their news page, but nowhere on the actual game page, is it listed as a demo or prologue or chapter or volume etc, and reading the blurb it seems a game.

There is also no promotion of the other Heads Will Roll game, which there surely would be if only a demo.

Does anyone know for sure that it is a demo?

None of the Heads Will Roll games are listed at PC Gaming Wiki.
