Nope, I just have a copy of this game without any regional restrictions. It works in Russia without any "tricks". It also should work fine literally everywhere. (:

Regionally restricted Russian / CIS version of Duke Nukem Forever was a separate game in the library and was available only for the owners of physical copies published by 1C. This version doesn't support DLCs, it's true (because it has a different App ID).
