Exactly. Though if it were truly the case, I'd expect the US to pay the most, considering our fondness for embargoes and the like.

That said, you have to love how the USA does whatever evil they feel like doing, but then want to involve themselves in things that they have no business in... Sometimes i almost wish China would just call in their chips.
