Write up makes it sound like neon chrome, which was good.
Does it have co-op via LAN / DC?

Linko64: The guy supports DRM-free and the fact it's on here speaks volumes. It's not on a small indie dev to put thin resources into tweets about it's presence on GOG, that's literally GOG's role.
If they mention it is available on Steam then they should really mention it is available on GOG as well, although checking the developer's twitter account they do mention that now and even retweet the GOG announcement. Their website doesn't mention any store it is available, that seems fine too.

If the developer of a cyberpunk game doesn't strongly prefer DRM-free it seems fair to assume that the story is not going to be all that good.

This is from the developer of Driftland along with Piotr Wolk. Some Driftland reviews mention bad (and very little) writing, so hopefully this one is better. It might be that the story is minimal again and mostly focused on gameplay.

This game looks interesting and I commend the dev for giving GOG customers Achievements.

The "procedurally generated" levels feature is unfortunate though. That's a major red flag for me. I've never seen that been done in a way that is anywhere close to being as good as real hand-crafted levels are.

I agree that handcrafted levels are vastly better than procedural generation, especially if the artist is skillful. I'd argue that it matters in a game like this though. From what i see, i don't think that exploration plays any role anyway, so i'm willing to bet that procedural generation will do it's job nicely.
Let's summarize:

The developer said that the achievements will still come. If nothing happens in the near future I will give the game back.
that the achievements and the patch at GOG are still missing does not shed good light on the developer
