Long thread name but its all there is to it.

Z.A.R. appeared on Steam, game that can be best described as hybrid betwen Commanche/Terra Nova and DOOM with perhaps a bit of Terminal Velocity.

This and Nihilist (A very unknown but fun arcade-style space game) were amongst my favorites back during the mid/late 90s. I would love to see at least Z.A.R. appearing on GOG.com too :)!
Looks like it's published by Night Dive. They don't seem to bring too many games to GOG for some reason.
Edit: Or was it just the Humongous Entertainment games they won't bring here?

I ... think Night Dive said they're waiting for Galaxy to go public

Still waiting for the Night Dive-published Strife. Apparently, they are waiting for the Galaxy to go live. We'll see about that.
Seems Night Dive also just released MadSpace: To Hell and Beyond:

The 'waiting for Galaxy' was the excuse for Strife, which utilized Steamworks for multiplayer and achievements, but these games don't have that. It's either that the games don't have enough votes on GOG's wishlist, or Night Dive is incrementally rolling out games to different stores at different dates to extend the game's long-tail or whatever that's called, or that GOG is in direct contact with the rightsholders, who may self-publish here.

Well what an unpleasant surprise.

Good going Night Dive.
On the, uh, bright side? Judging by the reviews a lot of Night Dive's Steam output is pretty broken. This means there's plenty of reason to get these games on GOG and plenty of reasons for people to choose the GOG version over the Steam ones.
Try contacting Night Dive.
