Ok, this is a question with an example.

-say I get a game on gog with multiplayer, a relatively modern one. (i.e. Absolver)

-say I have a friend who gets the exact same multiplayer game on steam.

-can we play together across platforms?

I say this because I find want to give gog my money more than I want to give to steam but I have a bunch of freinds that play on steam.

Depends on the game. GOG offers crossplay via Galaxy if a dev decides to use it. Absolver as far as I am aware will use crossplay so yes you should be able to play it with your friend.
