There is a post that has been widely circulated which teaches people to preorder Witcher 3 for $15 by tricking the gog website to think you are buying from Ukraine. It is on reddit, slickdeals, etc. You might want to disable regional pricing until you figure out a way to fix this.

Or at least revoke their purchases based on IP they usually logged on with.

There is no real way to fix this without imposing region locking of games like Steam which isn't possible here because GOG is DRM Free. IP based blocking will make legitimate customers from Russian/CIS territories complain about it as GOG can't differentiate between actual customers and those abusing the system.

This is a natural consequence of regional pricing and open to exploitation by anyone using VPN to hide their real location. Another pitfall that could have been avoided had GOG stuck to its original principle of flat worldwide pricing.

The only way to fix this is to get rid of regional prices.

Regional pricing is what publishers want and this is the inevitable consequence of that.

Yes there is, just bind the payment method to a country.
IE russian games can be bought only with russian payment methods.

Then what about customers that travel to Russia for a short period of time and are in their rights to buy the game at the designated regional pricing, should they be locked out from purchasing games using credit cards from their own country's banks?

GOG should be able to sort that out, just put on a quick customer ad hoc service, only related to situation like this, so they can be solved quickly.

Honestly, they are the ones who wanted regional pricing. I say, deal with it. And if in order to deal with it they enforce regional locking, I'l leave GOG.

No solution is perfect, and I'm sure they'll pick whatever gets them more money. I can only hope keeping me as a customer is more beneficial to them.

Does preventing gifting of a game in those regions count? Because they prevented gifts from being bought for the Witcher 3 from those regions.

Personally, I've decided the day when I can't access one of my games from somewhere is the day I'll stop using GOG. Pre-buy restrictions don't bother me as much.
