Long story short, i am from Germany, W3 pre-order costs 46 euro. Friend of mine is from Ukraine - and price there is 15 euro. He can buy game for me as a gift. Wouldn't it be against GOG policy? Will i be able to access the game from my account? Is there differences between UA and EU versions?

It is not really forbidden and as far as I know the versions will be the same.

But please keep in mind that people doing this will probably lead to region locks for games like for example steam is using. So please consider carefully if that is really worth it.

I understand where you're coming from but it's not as if the op is finding a way to save 5% on a game. I'd say go for it and save €31

You're right, it's not, because for 5%, nobody would bother putting region locks in place. This is much much worse.

And that is exactly the problem. If it was only 5% probably most devs/publishers would not care. But when it is about higher amounts of money they normally care ;-)

But in the end everyone has to decide that for himself even if eventual consequences (and I don't know if there will be any, only that there might be) will be for everyone.

Ethically, I agree with you. From a different perspective, how many people can financially take a €31 hit on a game? I suppose the compromise would be to not buy the game until the price drops significantly.

But 5 % wouldn't be an issue. Saving 31€ is. Technically it's legal but i wouldn't do this. And the mentioned 46€ are already 22 % off the normal price which is already a good deal. We're talking about a full price release (60€ without discussing here about the price tag).

But in the end it's for each person to decide...

Anyone who can afford a PC capable of running this game.

Afaik GOG blocked the option to buy giftcodes for Witcher 3, hence he can't gift it to you and you don't get a key to redeem the game with your account. Your friend can only buy it for himself and the game will be added to his account. Account sharing would be against GOG policies by the way.
"Your order contains Witcher 3: Wild Hunt, The - preorder, which cannot be purchased as a gift in your region at this time. To proceed with your order, please remove Witcher 3: Wild Hunt, The - preorder. "
Looks like too many folks purchased GIFT keys just to resell them later.
As for question...its now imposible to do that with Witcher 3, but normally GOG doesnt bother much about it. I guees if they see HUGE amount of orders made in Russia for example and then redeemed on various account from GOG all over the world they can take actions (ban, disallow gifting). But normally they donts see that a big problem.
As i said once - Russian auditory for GOG is pretty small anyway.

The cheapest ones you can get right now are from NVIDIA codes. Find people selling their codes and you can probably get them for around 20 euros. It'll work universally with no restrictions. If the code works then you don't have to worry about it revoking, as opposed to random people claiming to buy games themselves. They can always end up canceling payments and whatever.

The biggest reason to not buy from Germany would be if it had the violence or sex content extra censored than unusual. I'm not sure if GOG is legally required to do that though or not (posting censored versions). Like others have said people tend to frown upon using other regions to get a cheaper price for anything if that's your only goal. But no one's gonna blame you for not passing up things like a $1 Resident Evil 4,5,6 pack, or for wanting the best deals on stuff in general. Just find them in legitimate ways.
Thanks for answers, if buying as a gift locked for this game, then problem is solved.
P.s. I have no problems with paying a full price, but if there is possibility to buy it 3x cheaper, why not.

Interesting. I did not know that. So we already have a small kind of regional blocking.
