GAMES ON GOG THAT USE WORKSHOP ON STEAM - LIST
This is a list of games that use Workshop on Steam, but are sold on GOG. This list is compiled to let buyers know when a game is missing out on a good chunk of mods simply through integration with Workshop, which is hostile towards the idea of letting non-Steam users easily download the mods (unless of course, you own the game on steam and have the GOG/any other version sitting around).

There can be games that don't need ownership on steam to download the mods, but they're mostly limited to older titles before the Workshop API was changed to not accept download requests from non-Steam clients. These titles can have their mods downloaded through Workshop download tools like this one.

This list will expand with suggestions from the community. Anyway, without further ado, here's the list.

BEST:
Games that use Workshop, mods are downloadable with Workshop downloader tools and work with GOG:
- Age of Wonders 3
- Divinity: Original Sin Enhanced Edition
- Infinifactory
- Invisible Inc.
- Shadowrun Dragonfall - Director's Cut
- Shadowrun: Hong Kong - Extended Edition
- Shadowrun Returns
- Torchlight II
- Xenonauts

UNCERTAIN:
Games that use Workshop, mods are downloadable with Workshop downloader tools but unconfirmed to be working with GOG:
- Broforce
- Crypt of the NecoDancer
- Defender's Quest**
- Door Kickers
- Escape Goat 2*
- Prison Architect
- Shadwen*
- Starpoint Gemini 2
- Tales of Maj'Eyal
- Unepic
- Worms W.M.D*

Games that use Workshop, mods downloaded through other means and work with GOG:
- Transport Fever (downloadable from http://transport-fever.smods.ru/)

WORST:
Games that use Workshop, mods are downloadable with Workshop downloader tools but don't work with GOG:
- Legend of Eisenwald

Games that use Workshop but the mods are undownloadable:
- 8-bit Armies
- 8-bit Hordes
- 8-bit Invaders!
- A Hat in Time
- Aragrami
- Banished
- Besiege
- Butcher
- Chroma Squad
- Clustertruck
- Convoy
- Cossacks 3
- Darkest Dungeon
- DEADBOLT
- Dead Cells

- Kerbal Space Program
- Mount & Blade Warband
- Neverwinter Nights: Enhanced Edition
- No Man's Sky
- Offworld Trading Company
- Opus Magnum
- Parkitect
- Party Hard
- Railway Empire
- Saints Row IV
- SimplePlanes
- Soma
- Starbound
- Surviving Mars
- Titan Quest Anniversary Edition
- Tropico 5
- Turok

OTHER:
Games that use Workshop, no further information available:
None as of now.

----
ADDENDUMS:
* Just because Workshop mods are downloadable, doesn't mean you get the full experience: check the second class citizens thread for more information.
** This game is iffy with mod support; it seems a large number of mods can't be downloaded and even if you do download them, it's a hassle to get them to load.

Awaiting your suggestions to expand this list!

Neverwinter Nights: Enhanced Edition

This thread tracks a lot of that:-
https://www.gog.com/forum/general/games_that_treat_gog_customers_as_second_class_citizens_v2/page1

Eg, Aragami, Clustertruck, Deathtrap, Escape Goat 2, Infinifactory, Opus Magnum, Party Hard, Shadwen & Starbound all appear to have have Steam-exclusive level editors (ie, locked to Steam's Workshop).
Thanks! Expanded the list with the additions, plus one of my own (Heroes of Hammerwatch).

That's a hilariously biased way of describing the Steam workshop feature actually requiring the use of, you guessed it, Steam.
All of these have workshop with less or more content on Steam.

8-bit Armies
8-bit Hordes
8-bit Invaders
A Hat in Time
Age of Wonders 3
Butcher
Banished
Besiege
Broforce
Chroma Squad
Cossacks 3
Convoy
Crypt of the Necrodancer
Deadbolt
Darkest Dungeon
Dead Cells
Divinity: Original Sin Enhanced Edition
Divinity: Original Sin 2
Door Kickers
Escape Goat 2
....
Mount & Blade: Warband
Kerbal Space Program
Torchlight II
Xenonauts
Prison Architect
Titan Quest Anniversary Edition
Soma
Offworld Trading Company
Invisible Inc.
Shadowrun Returns
Shadowrun: Dragonfall - Director's Cut
Shadowrun: Hong Kong - Extended Edition

If I'm understanding this topic right, you can add Train Fever and Transport Fever to the list.

Thanks for your suggestions! Added the games you two mentioned, and boy is the list definitely not easy to look at anymore. That's a whole bunch of games with the mods locked off from non-Steam users.

I had no additions, but some suggested improvements: Provide a link to the workshop, say whether or not the workshop mods can be downloaded using a steam workshop downloader tool, and if so, say whether or not such mods can actually be used with the gog game. To that effect:

Shadowrun Returns: downloadable, works in game.
https://steamcommunity.com/app/234650/workshop/

Shadowrun Retruns: Dragonfall DC: downloadable, works in game.
https://steamcommunity.com/app/300550/workshop/

Shadowrun Returns: Hong Kong: downloadable, works in game.
https://steamcommunity.com/app/346940/workshop/

Age of Wonders 3: downloadable, works in game.
https://steamcommunity.com/app/226840/workshop/

NWN:EE: not downloadable (according to random testing by me only, verified as of time of posting)
https://steamcommunity.com/app/704450/workshop/

Then, I noticed you don't have this one yet:

Legends of Eisenwald: downloadable, doesn't work in game due to unsupported proprietary archive format.
https://steamcommunity.com/app/246760/workshop/

I didn't test all of the links; they are partially transcribed from my bookmarks and partially from google searches.

Edit: I just noticed you have a negative rep (not that I care, really, but what's up with that?). I guess links are out of the question, but you can allude to the general location of all of them and post just the app ID.

Along the scope of what darktjm suggested, most of the Steam Workshop stuff for Transport Fever can be downloaded at a Russian site, and they work just fine in the game. No account necessary.

http://transport-fever.smods.ru/

I don't think all Workshop mods are available there though, but I could be wrong. Nothing for Train Fever.

They also have mods for a lot of other games that may be Workshop stuff. I don't know. Folks more familiar with what games Steam sells and what Workshop stuff is available for those games would have more luck determining what the Russian site has.

Here's a link to their main page showing the game they have mods for.

Done and done! Got to say, I have limited room to deal with links as that would require more than one post due to character limits imposed by the forums, so the only links I really need to include are odd ones, like the one for Transport Fever. However, I did the rest and I may consider the App ID suggestion.

I have no idea either, but since it keeps going down no matter what I do, I haven't really thought much about it lately and just live with it.

Moved things around in the list, and added the downloader tool I typically use in a situation like this. Highlights include: Torchlight corrected to Torchlight II, and it's confirmed to have its mods be downloadable, alongside Door Kickers and Xenonauts. Soma mods confirmed undownloadable.

Will continue work later.
Now sorted the list from BEST to WORST, with the best cases being mentioned first and foremost, followed by those that are uncertain and ending with the worst cases. All games now have more information; whether they are downloadable or not.

I have downloaded a random mod for each of these and verified that they work. Of course, the experience isn't perfect: you still have to figure out how to get the mod into the game.

PookaMustard: - Defender's Quest
Hmmm.. this game no longer works on my system, so I can't test the mod I downloaded. I should also mention that my first choice, "Phat New Bonus Battles", could not be downloaded.

That's cool, long as they work!

That's strange. What error did that mod throw?
