The developer released Little Inferno with regional price. I contacted them myself to explain how regional price are an issue here and that usually customers prefer flat price only to find out that, regardless what is always said in the news, GOG never mentioned that to them or pushed to obtain flat price. The simple knowledge of the problem was enough for the developer that released HRM with flat price. Little inferno is still regional but I believe that's understandable, they cannot change it back so soon after release otherwise the early customers would feel cheated.

Sorry, my bad. I thought it was changed to flat instead of removing the regional price for all country but Russia. Still a good accomplishment.

Anyway I find that the issue is GOG not pushing for flat pricing as they say. Maybe there's the need of some way to let developers know beforehand what users want instead of GOG claiming to do that without actually doing it.

It's not that they're "not pushing for flat pricing", they are actively pushing for regional pricing for RU/UA/UZ (as reported by some developers).

That may be true, but in this particular case (not the only one) as you have read, GOG also never pushed for flat pricing in the first place. The first game was regional priced with different price for US and EU. The developer had to be informed before changing it to regional pricing for RU/UA/UZ in the above game, a task we supposed was done by GOG. It's clear here that they don't actually do what they assert in their many pr news and forum posts (like if we needed another demonstration).

Right.
While Pathologic Classic HD is regionally priced, buying it with the 70% discount coupon for the owners of the old game seems to make it $3 for everyone (at least I haven't seen reports about any other price yet).
