So I have recently installed Windows 10 on an Acer laptop I have at home and when I try to launch Fallout (1) the game simply will not start. I've tried the compatibility settings for Windows XP SP2, lowered color scheme, etc. Works okay on my Windows 7 desktop so I am thinking it might be an issue with the laptop. Thoughts?

Maybe you could ask support about this one, unless someone knows
how to fix it.

Have you tried installing in a different folder? Outside Program Files or whatever the Windows 10 equivalent is...

I've seen that with other programs. By not start, you mean literally doesn't start, doesn't show up in the process list and doesn't even give a warning, right?

I'm not sure what the solution to that is, but none of the compatibility settings helped. Neither did running as admin.
Or try some unofficial patch. Like Fallout Fixt and see if the game starts..

Are you using Galaxy by chance? The game was working with Galaxy but now it's not, I just checked. However launching it via the exe worked fine. So it does appear to work with Windows 10.

EDIT: Mine does not use the unofficial patches and works just as fine.

Well, Fallout 1 works fine on my Windows 10 desktop machine.. just as it did before in Windows 8.1

Of course I've patched Fallout with all the unofficial patches and whatnot, so maybe that helps.
Sorry for not responding sooner. Work got in the way. So a little more information:

By not launching I mean I click on the .exe file, the waiting icon appears, then nothing further happens. No processes show up, no apps launch, nada.

Tried it in Galaxy launcher as well. No real difference. I will try some of the unofficial patches and see if those make a difference. The game still runs fine on my desktop PC, just not on my laptop. It's possible there is something not on my laptop (DirectX or something similar) that is on my Desktop which is the difference.
So for no reason than "why the hell not" I uninstalled everything. Galaxy, fallout, patches, all of it. Then reinstalled Galaxy and downloaded Fallout again. Now it works. By "works" I mean it at least starts. Haven't tried to play a game yet, but for now it's working.
The latest update is this: The game will work and allow you to play it once. Subsequent attempts to play after exiting the game all fail with symptoms described before. The waiting icon appears but no processes start and the game doesn't function. I have tried to uninstall/reinstall but not much luck.
For me runs fine, without any mod.
Is it possible that you are trying to run it in an unsupported resolution? I dont have the GOG version, but there is a patch as mentioned earlier to introduce a choice of resolutions that may help.
Im starting to feel glad I didn't upgrade :/

Windows 10 is an upgrade? That's news to me! I figured an operating system which doesn't allow the user control over updates (besides blocking them) to be a downgrade.
