It seems that SEGA is not the publisher so that's why it's probably coming here day 1. Also I assume since it's a different publisher it won't be free for the original owners. So if one has the original Space Marine are we able to purchase the DLC separately or we have to buy this new version again?

Not likely to happen as Sabre Interactive are involved and they have actually pulled games from GOG that were announced before they bought the developers. They seem very pro DRM.

Just Update SOTHR with your own WinG32.DLL wrapper and have EA to let you guys upload Dark Omen

Multiplayer is disabled in the GOG release of the original Space Marine, so most (all?) of these DLCs are irrelevant to it.
