Does one require an amazon account or specifically a Prime amazon account?
There is a difference.

Looks like there are still two tiers (now called Luna Standard and Premium), and the basic one still requires a Prime account, not just a regular Amazon account.
Apparently all Prime Giveaways are now given through Luna.
That is: Prime Giveaways is now Luna Giveaways.

Luna is available to Prime subscribers now.
It seems, though, that nothing else changed.

Acessing and redeeming them normally, as before, through Heroic.
Pretty much what you just said.

I didn't see any changes to the actual claiming of the game (just some minor graphics changed) and how I normally navigate to it after I sign in.

(I added some images to a reply I made to Doc a couple of posts up. I don't think I need to open a new thread for it though)

I do believe all free Prime games now require Luna (with requisite cloud saves).

Am I reading that correctly?

If so, I'm not redeeming any more Prime games. I redeemed Fall Out 3 (GOG) and found out after-the-fact it used Luna.

No. You can still redeem the codes and play the games without Luna.

No, you can even redeem the games in countries where Luna isn't available.

Via Luna, Prime members will also still continue to enjoy the benefit of PC games every month wherever Prime is available. This includes those Prime countries where Luna cloud-delivered games are not yet available.

I'm in Poland, Luna is available here, but I'm still able to redeem GOG and Epic keys. So what changed?

Just a branding and consolidation thing. Instead of two different websites (Prime Gaming and Luna) Amazon is merging all the game websites into one (Luna). You still have the functionality of both, but now in a single domain instead of two.
Dunno if anyone's posted it in this thread before (doesn't look like it), but this seems to be the new blog that'll be hosting the monthly content update posts going forward -- at least until they decide to move it to another domain, again.

You're a few hours late. I was only posting the general link to the new blog, since the previous poster already posted the info from this month's "content update" post, but didn't provide any link. EDIT: Well, he sorta did in a later post, but it was a link to a post on the old Prime Gaming blog which, in turn, linked to the current post on the new blog. I figured I'd just cut out the middleman (and save future people some Googling).

Woohoo—got my wish! The Dark Sun series is the headline for me. Definitely the most interesting of the Gold Box/SSI era settings, with peak art and gameplay. I never clicked with Ultima, but that series along with these two games set my expectations for CRPGs that would culminate in Fallout. Hope GOG gets around to adding them to the preservation program. As for the Krynn collection, the art is the best thing about them but as someone who's first fantasy series was Dragonlance Chronicles, it's nice to round out the collection.

Pretty light month otherwise, unless you're a Fallout 76 fan. Dream Tactics looks like a bit of fun. It's enough to keep me subbed until December at least. I wonder if they'll continue giving away the D&D games through next year? Have to admit, after Ravenloft and Dark Sun my enthusiasm for them drops off a cliff from here on in.

A bit off-topic, but a game being added to that program really only means anything for games whose publishers don't want to deal with maintaining them themselves, and for which the dev studios that made them no longer exist. The current publisher of most of the old SSI-published games (and various others), SNEG, has actually been pretty active in updating a lot of the D&D games that they publish -- and even some they don't (yet) officially publish on GOG, like some of the old Hasbro-published (on GOG) titles that SNEG have been releasing on Steam.
