ElJugador: I am playing this for the first time and I want to get though the game without much trouble so if you could can you give me starting SPECIAL stats and other tips to help me through the game
Here's a little tip:

Watch out for gunfire.
Watch out for rocket fire.
Watch out for irradiated areas and creatures.

Oh, and have fun.
it just depends how you want to play it

there are lots of tips and advice and talk around to learn quite a lot before starting if you want

tip#1: read the manual
tip#2: only choose 1 weapon type to specialize in and:
tip#3: save often and use multiple slots (and always save before traveling)
Be careful with what you read, there is a complete walkthrough on this site, but maybe the part "Character Design" is what you are looking for.

For Fallout 1:

It's easier if you start with the "gifted" trait for extra points to raise your stats. A suggestion:

S:6 (low carrying capacity is annoying, weapons also require strength)
P:6-9
E:6 or 8
C:2 (almost useless)
I:9
A:9 (action points are most important)
L:6-9

57 skill is enough to pick all important locks with electronic lockpicks (if you reload very often, higher skill increases the chance to succeed).
Speech skill is very important for dialogues so it should be tagged.
Most weapons use the Small Guns skill.

You can save time and get XP if you use the doctor and first aid skill if you're injured instead of resting, if you fail just try again, even with minimal skill it will still heal faster than resting.

Don't try to solve your quests according to a walkthrough, enjoy the freedom of Fallout, you can afford to mess up a lot.
Agility, luck, and strength if you want to focus on combat. Most important stats by far, especailly the first 2.
Play with Intelligence 1. Great times, hurr.
Check out the list op perks you want for you character and note their prerequisites. You can delay picking perks until you qualify for better ones. Some suggestions for a marksman:

I strongly advocate AGAINST this walkthrough. It is save scumming power gamer's handbook for people who have beaten the game a few times already.
