The best non-power-armor in the game is the upgraded combat armor. I'm not sure if you get it from the BoS or other place (maybe both?).

Upgraded power armor is called Brotherhood Armor. You can get it at the Brotherhood bunker.

Treated Power Armor is the best armor in the game, period. Power Armor increases Strength by 5 (or is it 4? I can't remember off the top of my head), so weight is not an issue. If your character is a weakling, that just makes Power Armor an even better deal.

I'm at the Cathedral right now so the end is very near. I cleared all other areas and finished all quests that the bugs allowed me to finish.
Here's a screen of my Wealthy Champion (Karma-49, Caps-120K+) character and as you can notice, Dogmeat survived at the dangers we encountered. :)

BranjoHello: So, I decided to finally start Fallout 1. From all titles in the series I have only played Fallout Tactics (and enjoyed it) about 8-9 years ago.

I have some questions and feel free to throw any general tips you think I should know.

1. I don't like tweaking my games much with mods, I prefer to play games as the developers made them (minus the nasty bugs). I have downloaded High Resolution Patch (will play in 1920x1080 with Scaling X2), is there anything else I MUST download to enjoy the game as it should be enjoyed?

2. I like playing games on higher difficulties as long as "hard" is not "insane" actually. What will Hard game difficulty and Rough combat difficulty bring me in comparison to Normal setting?

3. From the offered characters I like Albert the most, but I like creating my own characters in RPGs. Will I be missing anything from the story if I create my own character instead choosing the offered one?

4. Exploring and turning every rock is probably the most fun thing for me in RPGs. Should I rush to get that water chip ASAP, or do I have time to wander as well?

5. How big the game is aside from main quest(s)? Lots of sidequests of is the game mainquest focused?

I recommend avoiding any guides until you've played the game through at least once. Spoiling Fallout for yourself is a tragedy.
1. You should install the unofficial patches which fix some bugs not fixed by the devs.
2. The higher difficulty setting will lower your active and pasive skills by 10 points. About rough combat, I have no idea.
3. Nothing at all.
4. You have a time limit to get the water chip. You can expand your time limit (I won't say how) by a bit if you want. After retrieving the water chip, you'll have plenty of time to explore the wasteland at your leisure. :)
5. The main quest is short and simple. The sidequests enrich vastly the game, and I encourage you to take them.
6. Open the contextual menu on your target, select the bag icon, and select the item you want to use.
7. Be careful with Nuka Cola, as you can get addicted to it.
8. Action points depend on your Agility stat. Improving it (temporarily or permanently), or taking some perks will improve your action points.
Also, you can change the difficulty level at any time from the Options screen. If you're stuck on something and you need a few more skill points to complete it, you can lower the difficulty, do what you need to do, then change it back the way it was. Easy-peasy.
