Last one for the day. I recently beat the temple of trials, and saw the FMV with the V13 jumpsuit. It was going fine until about halfway through the cutscene it started to bleed together. Like a bunch of stuck pixels happening all at the same time. Anyway to fix this one? And will it require another restart?

Download the latest version of sfall - http://timeslip.chorrol.com/sfall.html.
Unzip it in your Fallout 2 directory, and see if that solves your problem.
I get a 404 error.

You can download High Resolution Patch, but not to change the resolution, to fix your colors problem. I know you already fixed this, but you can fix the colors problem without destroying the videos. (intro, cutscenes,etc.)
Double-click in f2_res, and change this number:
;Set the number of colours here
; 8 for 8bit(original)
; 16 for 16bit colour (set only if your not using Sfall with graphics modes 4 or 5)
COLOUR_BITS=8 <- change to -> 16
And change the graphic mode back to 0 in sfall.
If this don't work, I'm out of ideas. :(
