I do like the high resolution pack , but when it comes to the mini screenes for example conversations the text is very small. I find the writing too small for my eyes , anyway of increasing the size of this?

You still can globally decrease the resolution of the High Res Pack in f1_res.ini. Check awt this lil' file, you can do plenty of stuff with it :)

Just downloaded the fallout tactics for mac. How to increase the screen to fit my macbook pro/air 13 inch's resolution?

I'm also interested if there is a way to increase the resolution in Fallout Tactics for Mac. Would make the game more enjoyable.
