Recruits Trevor and Brian are not getting perk options every 3 levels they are both level 7, any ideas?

They both show as being able to get perks every 3 levels, but at level 6 nothing popped up?

I haven't played the game but I'm guessing it is every 3 levels starting at 1. So 1, 4, 7, etc. Unless you are saying they never got the perk at level 4 and still haven't by level six in which case I have no idea.

But the main character (mine) got hers at 3 and again at 6?
