I am running windows 7 64-bit.

When I try to run the GOG installation files for Fallout and Fallout 2, I get the message "The version of this file is not compatible with the version of Windows you're running. Check your computer's system information to see whether you need an x86 (32-bit) or x64 (64-bit) version of the program., and then contact the software publisher."

Any help would be greatly appreciated.

It looks like you have a corrupt file. In your image the file is 501,996 KB, but mine is 502,009 KB. Re-download the installer and try again.

Well re-downloading worked for Fallout (I don't know why, because the file size was the same both times) but did not work for Fallout 2.

To make sure installers are downloaded without errors I'm suggesting to use GOG Downloader (if you don't want to use GOG Galaxy).
Have you activated Aero? Disable it. Tried to install with Admin rights? Do it.
