I had tried it a while ago and as far as I'm concerned, no it's not worth it, particularly if you are concerned about disk space even a little bit.
There isn't a huge difference between the game with and without it and it weighs way too many GB.

Any performance hit? I seem to recall that being an issue around the game's initial launch.

Not really. But VRAM-Usage is much higher (duh!).
If you run out of VRAM you should have framedops.
My GPUs had at least 11GB (now 24GB).
I have no experience with 6GB or 8GB-GPUs with Fallout 4.

These are just upscalled textures and are a little bit sharper than the vanilla-textures.
It's not worth the 60GB.

If you have the VRAM (8 GBs at the very least, preferably 11GB+) and as others have mentioned, the extra 60GB of storage to spare, then yes its worth it if you don't want to hassle with mods. The vanilla textures are hideously low res, and if you play on 1440p or higher it is extremely noticeable. That said, the high res textures are still a mess, but a better looking mess than the ones originally released with the game.

I got brown faces when I used the High Res DLC. Because of that I stopped using that DLC years ago.
