I am playing Fallout 2 for the first time and I managed to get all the way to the end. I need to get NavCom parts from Vault 13 for the tanker, but I can not pick the lock on the locker. in the Vault What can I do?

Use the expanded lockpick set. It should provide you big enough boost to lockpick skill that will allow you to open the locker. Expanded lockpick set can be found in Navarro or in San Francisco from one of the merchants on the tanker.

You can also try to blow the locker with dynamite or use a crowbar, although I'm not sure whether these will work.

Anyway I envy your first playthrough. :) I'd love to do this one more time without knowing every quest by heart...
