kmonster: You can use weapons which require more strength than you have, you just have to accept that you get a -20 penalty to hit per missing strength point (can be evened out with more skill).

The best way to increase damage is aiming at body parts, the chance for a critical if you hit is increased by the same amount as the penalty to hit (which can be evened out with more skill).
Criticals on vulnerable body parts do also more damage and are more likely to bypass the damage reduction by armor.

57 lockpick skill is enough to handle the important locks if you have (electronic) lockpicks and don't mind reloading, speech is useful for dialogue but the other non-combat skills can be ignored or learned from books.
Try to get your weapon skill so high that you have 95% hit chance even when aiming at the eyes.

Avoid armor piercing ammo, it's useless.

So missing STR will just make it harder for me to hit? It will not affect the actual damage?

Also is there a way to raise Crit hit chance? Books or anything? (I did not get the part of the bonus crit equal to same amount of penalty? :S)

I am currenly with 3 STR and 71% Unarmed skill and 90% Melee skill. Will it be wise to switch from a knife to a knuckle and keep pumping only Unarmed from now on?

Does the HtH perk affect Melee weapons? Or only Unarmed?

well lower STR will mean less bonus melee damage, HP, and carry capacity

as for crit chance
Luck gives 1%/luck point as crit chance,
Finessse trait gives +10%
more criticals perk =5% per rank
sniper perk = 10 times luck % with a cap of 95% (guns only)
slayer perk is same as sniper for melee

Is the level cap higher?

Also what perks should I start getting? I am level 14 now and I feel extremely weak.... All raiders I encounter have Rapid Fire weapons and they kill me and my party in a matter of a round or two

All rapid fire weapons I am coming across are very AP demanding....

Having 10 Agility I am at 10 AP at the moment.... Any suggestions on how to power through the encounters better? I am being surrounded by like 8-10 opponents when at least 3 of them have machine guns or combat shotguns

Getting really frustrating by now

I don't remember a level cap in Fallout 2 (haven't played it for a while, though) - if there is one it should be really hard to reach. (like the "timit limit", that exist in Fallout 2 but is about 13 ingame years iirc)

I've mostly used the magnum revolver midgame and was going for aimed shots in the head/eyes, that worked quite well. The magnum does quite good damage and with only 5 ap for an aimed shot you can shoot twice/round most of the times. Still I found some random encounters to be quite difficult, in that case you can try to flee or use the outdoorsman-skill or the car to reduce the encounters.

Interesting idea, but the old Fallouts are a little more survival in that you're not SUPPOSED to fight every battle to the bitter end. They aren't tailored to be fair, and that's why exits are always available. Also, max leveling isn't important.

Personally, I find a combat shotgun on burst fire, or a rifle for distant shots, are both pretty effective. The magnum is cool, other than having a bad range.
