Do you use any mods (Unofficial patch, restoration project, sfall, high resolution patch etc.) or are you running game unmodded? Do you run full screen (strech full screen) or have you set 'maintain aspect ratio' from your graphic card settings? Where do the white outlines appear?
no mods running. i run at full screen stretched to 1680x1050.
i tried taking a screenshot of the outline with the print screen button but it came out all black some reason.
the glitch is very bad in intro cut scene and during character creation (stat numbers are nearly unreadable).

So the white outlines are in game screen and not outside it? Sounds like rendering problem with your graphics card or drivers clitch. You could try the usual (updating drivers, moving ddraw.dll out of game directory or replacing it with the one that comes with sfall). Sfall also provides some graphics options you could try out (see readme and ddraw.ini for details).
You may also consider trying the 'maintain aspect ratio' setting as otherwise everything will look streched. Game like most of it's time was designed for 4:3 apect ratio screens/resolutions. Widescreens are either 16:9 or 16:10.

i just read that the issue is due to a program running in the background. which one i dont know
there is a mod isn't there? that enables wide screen resolutions?

-If you have ATI tray tools running try to disable that.
-If you have programs like X fire and the like try to disable them.
-Apply win98 compatibility to the game's shortcut
-Tick the 'run as admin' box on the shortcut.
-Tick the 'Disable display scaling on high DPI settings' on the shortcut.
If none of that helps, can you please post your specs ?
Also, for screenshots you should take a look at FRAPS

my specs: CPU: Quad Q6600 @ 3.2GHz | GPU: Radeon HD 4870 | Mobo: Asus P5Q P45 | RAM: OCZ 4GB 1066GHz | HDD: 2x 1TB Samsung
this is a real pain. i am a student so the money is hard for me to get and the money just spent on the game has seemingly gone to waste :( i take it gog wont refund me?

-Try to Alt Tab out and back into the game to see if that corrects the problem.
There are a couple of other fixes for some common color related issues but your problem seems to be different.
In any case, if you're willing to try mods/patches, you could install killap's patch + high res mod and then go from there regarding graphics tweaks if the problem still persists.
If everything else fails you should contact support and send them your specs, dxdiag, and a description of the problem
As for refunds, i'm guessing that's a no, but naturally you can always ask...

Did you also try all the things I mentioned in my second post (especially playing with sfall graphics settings, it may for excample be that Win7 can't handle 8-bit colors)? Also did you by change install FO2 in program files folder? If you did, you may want to install it outside of that folder (it's protected by UAC or what ever it's called in Win7).
i copied the files from sfall to the install directory but that didn't fix the problem. it is installed to program files but UAC is disabled.
this is so annoying...

Did you try the dx9 fullscreen setting in sfall.ini (just noticed the 16bit settings are no longer supported in latest sfall)? What about maintain aspect ratio setting in catalyst control center? You could try fidling with high resolution patch settings (I can't give specifics as I've yet to use it). If all else fails you could you could try D3DWindower and run game in window but that'll make window tiny on your large screen (don't know if high resolution patch allows running game in window. if it does you could try that instead).
If none of these work either then I'm pretty much out of ideas :(

CCC -> Digital Panel -> Atributes -> set 'Enable GPU scaling' -> maintain aspect ratio
My own flatpanel is 4:3 ratio, 1600x1200 monitor so I've never needed to use it my self. I've also heard that It does not work on all games.
Hopefully now that Win7 is officially out, GOG starts testing games with it and will hopefully be able to fix any incompatibility with Win7. It'll take time however.

Nope, over a year old version. I only update when I run in to problems with it and as I don't play too many new games, it rarely happens. Version it gives is 8.541.0.0 and it's dated 23.9.2008.
For me the 'Digital Panel' is between 'Display Options' and '3D' and I have Advanced View on. Other settings pages under 'Digital Panel' are Avivo Color, HDTV Support and LCD Overdrive.
