So i was experimenting around with Cheat engine trying to increase the zoom levels in the game cause i could not stand the default zoom. After a few hours i finally made it work. Heres what you need to do:

1. Download Cheat Engine
2. Start up EE
3. Start new game or load a save
4. When you are in game ZOOM OUT max and alt+tab out of the game
5. Start CE -> Select a process to open -> Select EE

6. Now you need to put in this:
Value: -20.5
Scan type: Exact value
Value Type: Float

7.Press the "First scan" button
8. In the list to the left there are 2 values that is exactly -20.5, double click both.
9. Now in the bottom select both items (shift+click)
10. Hit your SPACEBAR then hit ENTER and type in the value -28 and hit OK.
11. Alt+tab back into EE and scroll your mouse.
12. Play the game! :D

Note: You can change the value to anything you want really, but i would not recommend going above -30 as the fog of war will cover your view as seen in the attached images

Thanks for that detailed description, works very well! To reduce the ground fog, you can change following key in the registry:

EE: HKEY_CURRENT_USER\SOFTWARE\Mad Doc Software\EE-AOC\Zoom Lock
EE Expansion: HKEY_CURRENT_USER\SOFTWARE\SSSI\Empire Earth\Zoom Lock

from 64 (default, Hexadecimal) down to 0 (Hexadecimal). This was enough for zoom setting of -28.

This reduces the blueish ground fog. However there still is a maximum range where the content is culled away in blue fog on the top end of the scene for what I didn't found a tweak yet.

Due to this camera distance culling, for 1920x1200 the best zoom setting was -27, since the distance culling is not visible then.

Furthermore, from the two values determined in step 8:

Nice findings!
With that info i found ways to slightly further increase the zoom out
NOTE: I have only tested this on the NEO-EE mod, no idea if it works on original game!

1. Do the normal Scan for -20.5 float value (like you said take only the higher adress)
2. Press the active checkbox and change value to -28.4 (max i can do before i see the blue fog)
3. Press the Add Address Manually button and write: DDRAW.DLL+679F1 and then change value to 0
4. Alt tab in and out of the game (dont skip this part)
5. Press Add Address Manually button and write: <AddressFromPart1>-f40 ( EXAMPLE: if address is 00931780 then write 00931780-f40 )
6. change Type to Float
7. change the value to 5 or whatever
8. Alt tab back into the game

And like i said, might not work for all versions

It is not working for me. I'm working with the cheatengine. When i have entered the numbers and values i click on "first scan". The value line is changing into "18446744073709551596" and there are no vales at the left side list.

Any information?
I want to adjust the zoom out but it wont work with the tool.

I personally don't like EE1 that much, but I'm trying to stay informed about the new mods/tools/patches in their community.

1 - Increasing in-game zoom x 3, can be enabled/disabled it in settings window. Automaticaly activated when you start a new game. eemap must be running when u start a game.
Maybe it's worth to give a try? If you like the tool - don't forget to register at their forum and say thanks to the author.

I managed to add an increased zoom to the EE-AOC expansion by patching the binary executable.
If you want to give it a try, you can retrieve the patch here:

Replace \ by /
https:\\drive.google.com/open?id=12sdsJc6M2UZslMoXdmmNPZCjSShUV651

-Extract the files from the zip-archive into the EE-AOC directory.
-Run the patch_EE-AOC file once. A new file EE-AOC-old.exe should appear. (It is the backup file.) Now, the EE-AOC.exe should be patched.

This is amazing, it makes widescreen resolutions playable, finally! I used to play in 1280x1024 until now because that resolution had the biggest FOV (vertically), but this helps a lot. I can even play it in borderless window mode with dgvoodoo2.

Perfect! Works flawlessly! My antivirus doesn't like the program or the modified .exes, but once I configured it to ignore them everything just works! I've set zoom to -30 and fog to 45, which seem to be good values for 1080p. Thank you very much!

May I ask: Which anti-virus are you using? According to virustotal https://www.virustotal.com/gui/file/75a765905a8484ad709c04fe27d4f4dbf13562e6174623dc7f943a558f3cae22/detection, the file is accepted as benigne.... Strange :o
