For dual-class characters, that is not the case, allowing full access to both elemental spheres. So one mice build is to start as a Ranger with Water, then change to a Cleric with a sphere that's more useful at lower levels. In the second game, you will get access to Water of Life, which makes up for the lack of high-level cosmos spells on Clerics (as implemented, it works like Heal). This sort of build is the only way to get multiple colors in the character's levels.

I don't think there's enough priest spells for that to be a problem.
For 4th and higher level spells, without Cosmos access at those levels, you have very few spells to choose from, even with 2 elemental spheres, so the problem won't come up there.
I don't think you can Ranger/Druid dual class because of alignment restriction, so that potential issue doesn't arise.
Wake of the Ravager actually has a cheat that gives you all the spells, including 8th and 9th level spells, and I don't remember the lack of scrolling being an issue.
By the way, here's some information about some of the 9th level spells, in case you're curious; it's pretty obvious that some of them weren't finished:
* Meteor Swarm: Allows you to cast 4 fireballs in one turn. These don't need to be near each other, and each hits a large radius. Probably better than in tabletop. (Damage is probably 10d4.)
* Time Stop: Your turn does not end after performing an action or intentionally ending it. However, your movement doesn't reset. Hence, you can easily softlock the game by running out of movement and ranged attacks, or being out of movement with enemies out of range.
* Prismatic Sphere: Crashes the game.
