I'd like to port my character over from the Steam version and I'm wondering if that's possible. Additionally, if I can port my save over, would I still be able to use the online component of the game?

You can try import cleared savegame file for NG+, that you will receive after completed the final quest. If import will be successful, it is possible to play online.

MAKE SURE YOU MAKE A BACKUP SAVE OF THE ORIGINALS.

You can port your steam version over without issue. I did this with a PS3 save, which requires more steps, but the process is the same. The steps are below.
* Copy your steam save and your gog save to somewhere where you can easily find both of them. I would suggest making a new folder and then have a steam folder and gog folder within to keep the saves separated.
Eg; Arisen>Steam
Arisen>GOG
* Easiest way is to search your PC for "ddda.sav" (no quotes)
* You will need this command line tool: Savegame Tool
* You may need this too: Microsoft Visual C++ 2008
* Open the .rar file into the new folder that you created and then move your gog save there.
* Open cmd (may have to use it in admin mode) type: "cd ..." <-This is where you paste the address to your folder, no quotes
* Paste this line to open and unpack your save: "DDsavetool.exe -u DDDA.sav" No quotes
* Open the .txt or .xml file, scroll to the last line and copy it
* Close the file and then repack it with this line: "DDsavetool.exe -r DDDA.sav.txt or .xml"
* It always opens as .xml for me
* Put your gog save back and then repeat the process with the steam save.
* Now paste your GOG ID over the steam id
* Place your new gog save back into its respective folder
* When you start the gog version, it will start in offline mode. Leave it offline. Make your way to an inn and stay there. Next stop will be the rift. Go into it and wait for the "connection error". Leave and then quit out completely. If you use the Galaxy cloud save, wait for it to sync. Load up the game again and once you're in the game, not the menu, go online and repeat the process.

Sorry for this ultra late response.
After I did this (mind you I switched form GOG to Steam, not the other way around) it continues to tell me "Connection failed" whenever I enter the rift. Tho oddly enough I still can search for pawns without a problem. Is this normal or did I mess something up?

If you can summon and hire player pawns I wouldn't worry about it. Today (20Jun22) there were some connection errors going into the rift causing a ctd, it happened to me a few times today actually. If that is what you're experiencing, it happens every now and then.
