When I start the game and the menu appears. It's like the left arrow is stuck and just cycles through Options, Enter Code and the Twitter button.
I can access the options menu if I press space or enter when it's over it and the same happens there. Left arrow is stuck.

I bought the DLC and the game is version 1.4.1.

Really enjoyed the main game and want to play the DLC.

Has anyone had the same problem? Any help?

Not sure if it would help but, once I have a similar issue when I have plugged an usb gamepad that wasn't working.
The only solution I found was to disconnect the gamepad completely.

Also, if you are using Galaxy, maybe it would worth a try to verify the installation of the game, just in case.

Did a verify installation but no luck.
I don't have a gamepad connected because I play with keyboard and mouse.

I've checked the game and yes it looks like it's behaving the way you said.

But if I highlight "Options" I can use the up and down key to move to the other options (new game plus, continue, exit etc)

If I try to use up and down from the twitter and enter code buttons they won't do anything.

I finished the game months ago. Is just that with this I can't access the continue button.
Also accessing the options to see if it happened there too or only the main menu, changed some options.
I tried selecting the options in the menu and pressing the up key but no luck.

When starting the game, looks like the continue button is highlighted tried pressing enter at that moment but moves to the twitter button and is activated.
On the options menu where the damage multiplier slider are, it set it to the minimum but if I try to increase it, it goes back down.

I tried to reproduce your problem but I wasn't able, I can access the continue button using the Up and Down keys.

But since you use mouse and keyboard, is the mouse also not working to select the continue button?

I can't see the cursor in the main menu. Only when either I clicked on the twitter or enter bonus code. Then I can only see it on the black stripe that it pops up. I can use the mouse to close those menus but haven't had any luck clicking the continue button.
When I'm in the Options menu, moving the mouse changes the text on the bottom right telling what does each setting do but can't change any setting. I don't know if it's because I'm not on the interactive part with the mouse or because it doesn't accept the input. I can't see the mouse cursor either in the Options menu.

That's a bit weird, it looks like some kind of graphical issue to me.
Was it always like that? Even when you didn't have the DLC? I mean that you weren't able to see the mouse cursor, because you should see one.

Do you have an integrated graphic card (like intel) or a dedicated one?
You could try to update drivers, in case they are not uptodate, to see if makes any difference.

I was able to use the mouse in the menu before buying the DLC.
I don't have an integrated GPU. Updated to the latest driver and still the same problem.

Sounds a bit extreme, but if you can maybe try to reinstall the game.
Unfortunately at this point I'm out of ideas.

Also, I pressed Tab and opened the changelog, looks like the up key is also "stuck" as when I wasn't pressing any key the changelog would move to the start ( I don't know if this is the expected behavior)

No, that doesn't sounds normal.
At this point I don't have any more ideas, probably you should contact with support to see if they can provide some advice, sorry I couldn't help.

After trying a bit more managed to get into the game by pressing continue at the start before the cycle.
The controls are stuck up and left. Can't control the movement nor point to anyting. I can shoot, guard, change elements but the mouse is stuck 45 deg to the top left of the screen and the movement is as if both up and left keys where pressed.

Found out what happened.
I had some pedals connected directly to the PC, disconnecting it solved the problem. I guess CrossCode would pick that as a controller and get weird inputs.
Didn't happened before as I had them connected through a wheel and that was turned off when not used.
