So the first time I started it up I had decent internet connection at the time and had no issues with the game. My second attempt, and many others after, was during when my connection was very bad, worse then dial up. During that time the game was stuck on the GOG Galaxy signing in screen. Didn't even get to the main menu. Got the same thing when completely offline. Does this game require online connection or am I missing something?

I would try running the game independent of GoG Galaxy. Avoid using the shortcut that launches galaxy. If you want to use galaxy and remain offline, leave your internet connection disabled while booting galaxy.
