Hi. I started playing through Baldurs Gate 1 again last weekend and I am at Ulcaster in the outside area. I am looking at a map online, and it says there should be a hobgoblin in the center of the map with some boots of stealth on his corpse. I killed everything on the bottom part of the map that is not up by the school and cannot find the boots. I already found Zhurlong's boots and turned them in for the quest.

I am running BG1Tutu and the mod that makes the interface look like the original Baldurs Gate. Is there a bug that is causing me to not find the boots? Or did they remove them with BG1Tutu? I would really like to find them.

Tutu replaces that hobgoblin with one that hasn't got the boots of stealth.
Its a fix as the player wasn't supposed to find two pairs, thus avoiding the choice of keeping the boots or handing them back too Zhurlong
If you want the boots anyway, you can get them using the itemcode boot02.

Aha. So that's why I never found those either. Playing through Tutu and kept looking for it ever so long. Thankfully hadn't handed in the Zhurlong boots, but still.
I knew I did not miss them. If they are removed as a fix, I will just go without them. Thanks for clearing that up for me. I can move on now instead of redoing the map a few times again.

Their removal can be debated as a "fix." However the creator and maintainer of TUTU has the final say, much as Ascension64 did with BGT. As for Zurlong, in vanilla BG you can return the boots, then kill the thief to retrieve them with no loss of reputation. I don't know if you can do that with TUTU or BGT though.
