Okay, so I'm currently in Chapter Four (playing EE) and wandering the wilderness building up Imoen's Mage levels a little (wanting to get her to Level 3) before tackling the rest of the Cloakwood. As I was looking at a walkthrough of areas I've already been in, one thing that was mentioned was a girl named Chloe in Beregost was supposed to point you in the direction of a Captain Vai in the Jolly Juggler. Captain Vai is then supposed to buy your bandit scalps for quite a bit of money per scalp (50g per scalp, I believe).

Chloe is supposed to approach the party after completing the Nashkel Mines. However, I'm using Beregost as a base of commerce for the time being. I've been to Beregost several times since completing the mines, and can't find Chloe anywhere. Since I can't find her, it doesn't trigger Captain Vai to show up in the Jolly Juggler. Did I miss something? I can sell the bandit scalps I have for 25g each at Feldspot's Inn, and truthfully money hasn't been much of an issue so far. But it's bothering me that whatever trigger's Chloe doesn't seem to be firing. Any ideas?

Chloe will spawn if you are in chapter 3, and the global 'ChloeSpawn' has not been set. She will spawn between the Red Sheaf inn and Thunderhammer smithy. Try walking between the two.

Edit: I just re-read your post. You are in chapter 4, so you have missed her.

I've been saving separate games at the beginning of each chapter, so I'll load up my Chapter Three save and try it out. Thanks. =)

An important note regarding Officer Vai: She is the only vendor in the game that buys miscellaneous items, and whose store has no depreciation. The problem is that if you talk to her, once she has initially offered you the task of selling scalps, without any (scalps) in your inventory, she will return to Baldur's Gate for good. Do NOT talk to her without having at least one scalp in your inventory.

Shouldn't be a problem. I have about 75 - 80 stashed in one of the bookshelves in Kagain's shop. I'll stop there first. =)

Thanks, Hickory. I loaded my Chapter Three save and indeed, Chloe showed up. =)
