Why the hell won't my CLUAConsole package allow me to create new versions of various npc's? I have been told that that was possible....

And the Near Infinity program that I just downloaded refuses to recognize the file that I need to Properly use NI. So, WTF Do I do?!?!!!!

(No) Answer: First I do think you should use proper language. Second I would need more detailed information to understand and solve that question. Above, too.

Yes, the console can spawn more copies of creatures. However, you haven't given enough info for anyone to help you.
