Anyone know if the always happy or npcs never leave options cover the ridiculously short quest timers given for a few of the NPCs? A number of them require that you drop everything that you're doing and immediately work on their quests to stay with you. Do the happy tweaks fix this so you can do their quests at your leisure?

Also, I've been looking for a mod that has all of the NPCs in BG1 in the Friendly Arm Inn or closer areas to quick start a party. Hoping there may be one of the same for BGII and the Copper Coronet. If there isn't any, could someone refer me to the most active mod site so I could request these? Thank you.
The 'Happy Patch' does not address quest timers. It is purely a 'disposition' patch, that makes evil party members not complain at high reputation, good party members not complain at low rep, and none will leave at the cut-off points (-3 and 18 respectively).

There are very few party members who will actually leave if you don't complete their quests -- Minsc is one who will, and he will also attack the party. Jaheira is a nag, but that is all -- she will eventually call you lazy if you don't go to Nashkel in a timely manner. I don't know of any other members, other than Minsc, who will actually leave because of a personal quest.

There is no mod that places ALL joinable characters in the Friendly Arm Inn -- Skie has a mini quest involving her joining, which requires Eldoth to be in the party, so she cannot be moved from her home. There is a mod that moves *some* characters (Alora, Eldoth, Quayle and Tiax), but it requires BGT or Easy TuTu). It is called BG1 NPC Project.

There is no real 'active' BG1/2 mod site -- don't let others tell you there is. Most modders moved on to BG:EE.
NPCs leaving depends on your mod setup. It's been a while since I've played, but I believe both J/K and X/M will leave if you don't go to Nashkel in time. I'm pretty sure they do this in tutu, but I'm not positive. Minsc will leave if you don't get D in time, and IIRC Coran (Kivan?) will leave if you don't kill the wyverns in time.

I know of no mods that put the whole gang in one place. There are two mods that move a few of the late-game NPCs (like Viconia and Tiax) to easier locations, and they make it easier to regain any NPC after dismissal by having them wait in taverns.

As for help, you could try asking in the Gibberlings3 forum, Spellhold Studios, or maybe Pocket Plane Group.
Regarding the BG1 Tweaks Happy Patch, as Hickory stated it disables the "breaking point" of all NPC's regarding reputation only. You can choose how they react verbally with the three options it contains. It *does not* stop the NPC's from fighting each other. That requires the separate NPC's Do Not Fight component.

As for moving all NPC's to a single location such as the FAI, many have quests and others have dialogs that make it prohibitive. There is a component in BG1 Tweaks that moves the three NPC's in the Gate to other, more accessible locations...
